Coordinates posted on the website of China's Maritime Safety Administration show that China has moved four more oil rigs to disputed waters in the South China Sea … two rigs deployed roughly between southern China and (Taiwanese) Pratas Islands … one rig about to be positioned just outside Vietnam's EEZ … a fourth platform is being towed close to the Chinese coast.

With Vietnam: In ongoing stand-off around Chinese oil rig HS981 near Paracel Islands (with up to more than 120 Chinese fishing boats and paramilitary vessels in the area), Vietnam reports three Chinese vessels attacked and intentionally rammed (twice) a Vietnamese fisheries surveillance ship, injuring two officers. Vietnam claims five Chinese navy vessels in the area, however, given hull numbers 09 (tug), 11 (tug), 31, 285 (tug), 2401, 3210 and 13010 correspond only with paramilitary (Coast Guard, CMS, MSA and Fishery patrol) vessels.

Am 29. September fiel in Subic Bay (Luzon) der Startschuss für die diesjährige bilaterale Übung “PHIBLEX 2014”.

Zum nun schon 31. Mal wollen Soldaten der philippinischen Streitkräfte, der US Navy und des US Marine Corps (USMC) gemeinsam amphibische Operationen üben; zum 15. Mal firmiert diese traditionelle jährliche Übung unter der seit 2000 üblichen Bezeichnung „PHIBLEX“. Ziel ist die Verbesserung der Interoperabilität über eine große Bandbreite von Operationen – bis hin zu gemeinsamer Nothilfe nach Naturkatastrophen. 2009 wurde nach einem verheerenden Taifun das geplante „PHIBLEX“ sogar ad hoc zu einem reinen, realen Hilfseinsatz.

An „PHIBLEX 2014“ nehmen insgesamt 1.200 philippinische Soldaten (meist Marine, Marineinfanterie) und etwa 4.500 US Soldaten teil. US Navy und USMC haben dazu eine amphibische Einsatzgruppe (ARG) mit dem amphibischen Träger PELELIU und zwei Docklandungsschiffen zu den Philippinen verlegt; weitere Soldaten und Material wurden im Lufttransport nachgeführt. Die vornehmlich amphibischen Übungsinhalte werden an der Beteiligung des USMC deutlich. Neben einer üblicherweise auf einer ARG eingeschifften Marine Expeditionary Unit (31st MEU) verlegten auch Teile einer Marine Expeditionary Brigade (3rd MEB), Stabselemente einer Marine Expeditionary Force (III MEF) sowie eine Marine Air-Ground Task Force (MAGTF) auf die Philippinen.

Die diesjährige Übung soll noch bis zum 10. Oktober andauern und aus vier Elementen bestehen: einer „Certification Exercise“ (CERTEX) für die 31st MEU, einer Command Post Exercise für die teilnehmenden Stäbe, einer Field Training Exercise für die Soldaten und last but not least auch traditionell üblichen kommunalen Projekten (zivile Hilfeleistung). Übungsgebiete sind Gewässer und Inseln im Westen der Philippinen, bei Palawan und vor Luzon – in unmittelbarer Nähe zu von China beanspruchten Gebieten und Inselgruppen im Südchinesischen Meer.

China beobachtet die ”PHIBLX 2014” denn auch sehr aufmerksam, und eine schon am 2. Oktober vor Palawan, in der Nähe des Spratly Archipels durchgeführte Übung (Teil der Field Training Exercise) dürfte in Peking für Stirnrunzeln gesorgt haben. Unterstützt von Jagdbombern eroberten philippinische und amerikanische Marineinfanteristen in einer amphibischen Kampflandung eine „von einem Gegner besetzte“ Insel zurück.

Mehr noch: Japan hatte zu dieser Übung eine Gruppe Offiziere als Beobachter entsandt, und mehr oder weniger laut wird offenbar „überlegt“, aus dem bilateralen „PHIBLEX“ eine trilaterale Übung mit Beteiligung Japans zu machen. Vor dem Hintergrund des japanisch-chinesischen Streits um die Senkaku Inseln im Ostchinesischen Meer dürfte China über eine solche Entwicklung „not amused“ sein.
