Venezuelan military officers, who opposed Chavez swinging the country into the Cuba-China axis, told of al Qaeda terrorists being moved into Venezuela – either through direct flights or transiting from Panama – and met at the airport by Chavez regime operatives and given new identifications before “disappearing” into the Venezuelan countryside.

Ich vermute das basiert auf diesem Papier. Da keine Quellen angegeben sind, kann ich mir auch vorstellen, dass es sich um eine Übertreibung von "normalen" Ausbildern für geliefertes chinesisches Gerätes handelt.

Das ganze ist vermutlich eine Art "Workshop":
