N. Korea: Pre-emptive Strike is not US Monopoly

North Korean Defense Minister Kim Il Chol warned, "The pre-emptive strike is not the monopoly of the United States."

According to official North Korean news agency, KCNA, Kim said: "We will not sit with arms folded and watch until the US attacks us. The pre-emptive strike is not the monopoly of the United States."
