JOLO, Philippines (AP)--A homemade bomb suspected to have been planted by Muslim extremists hurt a woman passer-by on southern Jolo island Monday, but caused no other casualties or damage.

Army Brig. Gen. Alexander Yapching said the bomb was placed on a tricycle - a motorcycle taxi - parked on a downtown side street and was apparently remotely detonated.

SULAIMANIYAH, Iraq - Kaiwan Qader, a prisoner in Kurdish custody, once planned to be a suicide bomber.

A member of Ansar al-Islam, a group with alleged links to the al-Qaida terror network, Qader signed up to blow himself up. Ansar even selected the target in Sulaimaniyah: the Interior Ministry in the Kurdish north, which is heavily involved in the hunt for Ansar militants.

PM: Don't give in to terror
TONY Blair last night made an impassioned plea to Spain’s new premier NOT to pull his troops out of Iraq in the wake of the Madrid terrorist massacre.

His personal phone call came as Jose Zapatero threatened to undermine the military alliance by withdrawing 1,300 men.

Security experts said al-Qaeda would see Spain’s withdrawal from Iraq — along with the toppling of former Prime Minister Jose Maria Aznar’s right-wing government — as a major victory.

WASHINGTON (CNN) -- It is possible the U.S.-led war on terror has created new enemies of Western governments and societies by splintering al Qaeda, according to counterterrorism experts.

Some U.S. government officials go so far as to say that even if Islamic fundamentalists are eventually found responsible for the train bombings in Spain last week, the effort to identify one particular group may be futile.

"This is not like the Gambino crime family, a Mafia family, where if you just arrest the leaders it goes out of business," said Peter Bergen, a CNN terrorism expert and author of "Holy War, Inc.: Inside the Secret World of Osama bin Laden."

NIAMEY, Niger (AP)--Faced with a growing threat from Islamic militants, Niger is deploying extra troops to its troubled northern deserts with plans to multiply army patrols and set up a permanent forward operating base to improve security, the defense minister said Tuesday.

Fighters from the Salafist Group for Call and Combat are operating in Niger, and the army has battled them several times since Feb. 22, Defense Minister Hassane Bonta told reporters during a rare news conference.
