Back in May, China officially, and in line with international law, applied for license to mine deep-sea minerals in the "central Indian Ocean" (rmks: outside anyone’s economic zones). Now the International Seabed Authority has cleared this request. India caught “unaware”, fearing the legitimate “need to collect oceanographic and hydrological data” will also provide China a pretext for expanding naval operations into this area.
