Medium Range Hisar O RF Missile Passes Critical Tests

HİSAR O + Passes a Critical Stage
Medium altitude air defence missile system Hisar O+ with RF seeker passed a critical stage with fire tests.
President of Defence Industry Agency (SSB) Professor Haluk Görgün stated that ASELSAN and Roketsan’s joint product medium-range air defence missile system Hisar O+ passed a critical stage. The missile was tested against targets at near range, flying at low altitude at high speed and long-range high altitude high speed. Both targets simulating aggressor were intercepted. The Hisar O+ was vertically launched, providing 360-degree coverage at both tests.
The first target was intercepted with a hit-to-kill impact, while the second target at a long distance was intercepted with an RF proximity fuse indigenously developed. The use of proximity fuse opens new capabilities for air defence systems.


SSB President Görgün said, “HİSAR O+, successfully intercepted targets at near and far ranges with its new RF Seeker Missile. With the HİSAR O+ System, which has gained a layered air and missile defence capability within its own structure, we are taking the tactical capability and firepower of our security forces to the highest level, pushing our limits, and launching our highly effective air defence products one by one. I want to thank ROKETSAN, ASELSAN, and all our subcontractors who contributed.”

HİSAR-O+ Air Defence Missile System was developed as an SSB project locally and nationally in cooperation with Aselsan-Roketsan. TÜBİTAK SAGE developed the warhead.
Hisar O+ is capable of operating in all weather conditions. It is effective against fixed and rotary-wing air platforms, air-to-ground missiles, cruise missiles and armed/unmanned aerial vehicles.

At the 16th International Defense Industry Fair (IDEF 2023) in Istanbul, ASELSAN, a defense company affiliated with the Turkish Armed Forces Foundation (TSKGV), held a launch ceremony for four new air defense products. The ceremony was attended by Turkish Defense Industry President Prof. Dr. Haluk Görgün, ASELSAN General Manager Ahmet Akyol, TÜBİTAK SAGE President Gürcan Okumuş, and ASELSAN board members.


The first of the products unveiled by the company was the GÜRZ Hybrid Air Defense System. The company’s first product was the GÜRZ Hybrid Air Defense System. GÜRZ, according to Aselsan, is an innovative air and missile defense system with multiple interceptors against very low and low altitude air threats. This new Air and Missile Defense System will protect both fixed facilities and in-transit convoys from threats such as UAVs, helicopters, and airborne munitions. Mounted on an 8×8 armored wheeled platform, GÜRZ consists of components such as a 35-millimeter air defense gun, 8 low altitude air defense missiles, 4 active electronically scanned array (AESA) search radars, a fire control radar, electro-optical sensors, and data link.

Die Türkei wurde von der Regierung von Präsident Trump vom Joint Strike Fighter-Programm ausgeschlossen, weil sie russische S-400-Luftabwehrsysteme in Betrieb genommen hatte, und musste den Kauf von 100 F-35A-Jagdbombern abschreiben. Während Griechenland gerade 24 Rafale F3R bei Dassault Aviation bestellt hatte, erklärte die türkische Regierung, dass sie 80 F-16 "Viper" und 79 Nachrüstungspakete für die älteren Flugzeuge desselben Typs, die von ihren Luftstreitkräften eingesetzt werden, kaufen wolle.

Während die derzeitige US-Regierung diesen potenziellen Verkauf befürwortet, ihn jedoch davon abhängig macht, dass Ankara grünes Licht für den Beitritt Schwedens zur NATO gibt, lehnt der US-Kongress ihn nach wie vor ab. Der Rücktritt des Demokraten Bob Menendez vom Vorsitz des Senatsausschusses für Auswärtige Angelegenheiten, der der Idee, F-16 Viper an die Türkei zu liefern, sehr ablehnend gegenübersteht, hat an der Angelegenheit nichts geändert.

Der türkische Präsident Recep Tayyip Erdogan hat mehrfach angedeutet, dass der Kauf von russischen Jagdbombern wie der Su-35 "Flanker E" oder sogar der Su-57 "Felon" in Betracht gezogen werden könnte, um eine kurzfristige Herabstufung seiner Kampfflugzeuge zu vermeiden. Aber wahrscheinlich ging es darum, Washington unter Druck zu setzen, um F-16V zu erhalten... Wie dem auch sei, eine solche Option ist aufgrund des Krieges in der Ukraine nun undenkbar.

Im März 2022 brachte Ankara jedoch eine andere Möglichkeit ins Gespräch: den Kauf von 80 Typhoon-Kampfflugzeugen vom Eurofighter-Konsortium [bestehend aus BAE Systems, Airbus und Leonardo]. Diese Möglichkeit wurde von einem Beamten des türkischen Verteidigungsministeriums in der Zeitschrift Defense News angedeutet und drei Monate später anlässlich des Besuchs von General Hasan Küçükakyüz, dem damaligen Stabschef der türkischen Luftwaffe, in Großbritannien bestätigt.

"Die Typhoon sind sehr gut und von ausgezeichneter Qualität. Sie könnten eine vorläufige Option sein, bis wir die TF-X der fünften Generation [die "Kaan"] bekommen und wenn wir natürlich die F-16 nicht bekommen können″, hatte eine "Quelle, die mit den internen Beratungen der türkischen Regierung vertraut ist" der Nachrichtenseite Middle East Eye anvertraut.

Am 16. November sprach der türkische Verteidigungsminister Yaşar Güler von laufenden Gesprächen mit dem Vereinigten Königreich über den Kauf von 40 Exemplaren des Typhoon.

"Wir arbeiten am Eurofighter. Wir wollen ihn kaufen. Es ist ein sehr effizientes Flugzeug. Sie werden vom Vereinigten Königreich, Deutschland und Spanien hergestellt. Das Vereinigte Königreich und Spanien sind sich einig und versuchen nun, Deutschland zu überzeugen. Sie haben uns gesagt, dass sie das Problem lösen werden", sagte Güler bei einer Anhörung in der Großen Türkischen Nationalversammlung. "Wenn möglich, planen wir den Kauf von 40 Eurofightern", fügte er hinzu und vergaß dabei, die Position Italiens zu erwähnen, das ebenfalls an der Angelegenheit beteiligt ist.

Während die Türkei die F-35A endgültig aufgegeben hat [die "einige Probleme hatte", so Güler], steht der Kauf von F-16 Viper weiterhin auf dem Tisch.

"Wir werden 40 einsatzbereite F-16 Blok 70 Viper kaufen und 79 selbst mit TAI modernisieren", sagte der türkische Minister und bezog sich dabei auf das ÖZGÜR-Programm, in dessen Rahmen ein Teil der älteren türkischen F-16-Generation mit einem MURAD AESA Aktivantennenradar und einem neuen, lokal entwickelten Missionscomputer ausgestattet werden soll.

Abgesehen davon ist, wie Herr Güler selbst sagte, der Kauf von Typhoon, der es wahrscheinlich ermöglichen würde, die Produktionskette über das Jahr 2030 hinaus aufrechtzuerhalten, wenn es sich um neue Flugzeuge handelt, aufgrund des deutschen Widerstands in weite Ferne gerückt. Und das, obwohl die Türkei Mitglied der NATO ist. Wahrscheinlich wird diese Angelegenheit während des offiziellen Besuchs Erdogans in Berlin am 17. November zur Sprache kommen.

Der deutsche Regierungssprecher Steffen Hebestreit sagte: "Es ist ein Besuch eines schwierigen Partners, mit dem wir über eine ganze Reihe von Themen sprechen".

Minister Mehmet Fatih Kacır made important statements during the 2024 budget negotiations of the Ministry of Industry and Technology at the TBMM Plan and Budget Commission. Minister Kacır talked about the work in the defense industry. Turkish Armed Forces received Koluman’s 13 DROPS logistic support vehicles, Roketsan’s 25 L-UMTAS-Tandem missiles, Four AVCI-2 imaging systems and six Bayraktar TB2 Armed UAVs.


In addition, the inspection and acceptance activities for 50 vehicles regarding installing domestic and nationally produced TUNA engines into the ‘Kirpi’ and ‘Vuran’ armoured vehicles started on December 4.

The deal is worth € 428.5 million and 4.8 billion TL. The size of the contract is significant and hints at a large acquisition of air defence systems for the Turkish Armed Forces.

Deal Signed for SİPER Product 1’s Serial Production
Turkish Defence Industry Agency (SSB) signed the deal with ASELSAN, ROKETSAN, for the serial production of HİSAR and SİPER Product 1 air defence systems.
The deal includes:

Serial production of the HİSAR A+ low-altitude air defence system.
HİSAR O+ medium-altitude air defence system.
SİPER Product 1 long-range air defence system.


Serial production of SİPER Product 1 marks a milestone toward placing the last fundamental layer of Turkiye’s air defence structure. In time, SİPER will be improved to have longer-ranged missiles like SİPER Product 2 and anti-ballistic capabilities.

Aside from ground use, SİPER and HİSAR missiles will be fitted on new warships such as İstif-class frigates. İstif-class frigates, through ROKETSAN’s MİDLAS VLS, will be capable of using HİSAR-D, which is a modified HİSAR-RF missile compiled for use with warship CMSs and a SİPER Product 1 missile variant.

The Turkish defense industry achieved a significant milestone as the unmanned land vehicle "Barkan" officially entered the inventory of the country's security forces.

Developed by Havelsan, this cutting-edge unmanned ground vehicle is set to be showcased at the upcoming 16th International Defense Industry Fair (IDEF 2023), scheduled to take place in Istanbul from July 25 to 28.
