Zunehmend aggressives Verhalten Chinas im Territorialstreit im Südchinesischen Meer gibt nun offenbar die Initialzündung für die überfällige Modernisierung der philippinischen Marine.


Schon 1986, unmittelbar nach dem Ende der Marcos-Diktatur, war ein groß angelegtes Modernisierungsprogramm initiiert worden. Umgerechnet gut 15 Mrd. Euro wollte man binnen zehn Jahren in die Marine investieren, sie mit neuen Fregatten, FK-Korvetten und hochseefähigen Patrouillenfahrzeugen von Grund auf erneuern. Sehr schnell musste man jedoch erkennen, dass die verkündeten Ziele nicht finanzierbar waren, streckte das Projekt auf 22 Jahre und begnügte sich vorerst mit gebrauchten Fahrzeugen aus Südkorea, Japan und den USA. 2011 sollte eine neue Marineplanung (Sail Plan 2020) die Schere zwischen Wünschen und deren Verwirklichung schließen und bis 2020 eine Modernisierung ermöglichen, die sich „ausgewogen den finanziellen Beschränkungen anpasst“, die der Marine aber doch ein verlässliches und technisch adäquates Fähigkeitsspektrum gibt.

Erneut gab es zunächst Verzögerungen, wurde laviert, wurden Beschaffungen angekündigt und dann wieder verworfen oder auf unbestimmte Zeit verschoben. Zunehmende Zwischenfällen im Südchinesischen Meer brachten nun aber Bewegung in die Modernisierung der Marine. Zwei gebraucht in den USA erworbenen Küstenwachschiffe der HAMILTON-Klasse sollen stärkere Bewaffnung, evtl. sogar Seeziel-FK erhalten. Das zweite Schiff RAMON ALCARAZ soll nach Abschluss der Besatzungsausbildung und letzten Seeerprobungen im Juni die Überführungsfahrt antreten. Im Dezember 2012 wurden bei Augusta Westland drei Hubschrauber AW-109 bestellt (Lieferung bis Jahresende). Mit U-Jagdausrüstung sollen sie der philippinischen Marine erstmals eine effektive luftgestützte Bekämpfung von „in Territorialgewässer eindringenden fremden U-Booten“ ermöglichen.

Am 21. Mai billigte Präsident Aquino nun ein 1,4 Mrd. Euro teures Programm zu einer beschleunigten (bis 2017) weiteren Modernisierung. Es sieht die Beschaffung von zwei modernen Fregatten-Neubauten vor; Insider rechnen hier mit einer Variante der südkoreanischen INCHEON-Klasse (FFX). Daneben stehen auf der Liste drei Schnellboote, zwei weitere U-Jagdhubschrauber AW-109 sowie acht kleine „Amphibious Assault Vehicles“. Letztere sollen vor allem die Fähigkeiten zur Bekämpfung von Rebellen, Terroristen und Piraten verbessern.

Die Beschaffung von ein bis drei größeren amphibischen Schiffen („Multi Role Vessel“), die seit Jahren auf der Wunschliste der philippinischen Marine ganz oben stehen, kommt dagegen nicht voran. Sie sollen den zunehmenden Bedarf an militärischen Transporten zwischen den mehr als 7.000 Inseln der Philippinen decken und vor allem endlich auch effektive Möglichkeiten zur Hilfeleistung nach im Inselstaat relativ häufigen Naturkatastrophen (Taifune, Erdbeben, Vulkanausbrüche) schaffen. Im März 2012hatte sich der Marinechef noch zuversichtlich gegeben, im Sommer 2012 Aufträge erteilen zu können – seitdem gibt es keine neuen Meldungen.
