Doch Washingtons Irak-Politik und seine Parteinahme für Israel stoßen bei immer breiteren Schichten der Saudi-Araber auf Unverständnis. Lauter und dringlicher fordern die nun Mitsprache. Die Unzufriedenheit der Bevölkerung lässt wiederum zumindest die Parolen - wenn auch nicht die Taten - der Gotteskrieger immer attraktiver erscheinen.

WASHINGTON [MENL] -- A presidential commission that examined the Al Qaida suicide strikes on New York and Washington in 2001 has urged a revision of U.S. relations with Saudi Arabia.

The report by the commission also cited an Al Qaida plot to attack Israel with a fighter-jet from the Saudi Air Force. The plot was not executed.

The commission that investigated the Sept. 11, 2001 Al Qaida strikes against the United States did not cite any involvement by the Saudi royal family. The report did not find any evidence of Saudi government financing or operational aid to Al Qaida.

But the 10-member bipartisan commission termed Saudi Arabia a "problematic ally" in the war against Al Qaida and aligned groups.

Israeli officials said Saudi Arabia has ignored Israeli and U.S. appeals to remove the F-15S from the air force base in Tabouk. They said the deployment of the F-15S or other models of the F-15s in Tabouk marks a violation of an agreement by Riyad to the United States in 1978.

The Saudis bought the F-15 and there was a very clear agreement," Israeli Air Force commander Maj. Gen. Eliezer Shkeidy said. "When the Saudis bought it, it was agreed that the F-15 would not be in Tabouk. The fact is that there is a squadron of F-15s in Tabouk."

This was the first time Israel reported the number of F-15s in Tabouk. In September 2003, U.S. officials said Saudi Arabia had transferred about 50 F-15S aircraft, or two squadrons, to Tabouk, about 150 kilometers from the southern Israeli port of Eilat.

"Saudi Arabia is working hard to shut down the facilitators and financial supporters of terrorism, and they have captured or killed many first-tier leaders of the Al Qaida organization in Saudi Arabia," a White House statement on Sept. 11 said. "Today, because Saudi Arabia has seen the danger and joined the war on terror, the American people are safer."

The statement largely echoed an earlier assertion by Saudi Crown Prince Abdullah Bin Abdul Aziz. In August, Abdullah said Saudi authorities have eliminated virtually the entire Al Qaida leadership and has now moved to searching for lower-level operatives.

Oil analysts said the United States began reducing Saudi oil imports in 2002 in wake of the Al Qaida suicide strikes on New York and Washington in which 3,000 people were killed. They said the trend has continued over the last two years.

James Placke, a researcher at Cambridge Energy Research Associates, said by the end of 2004 Saudi Arabia would lose its position as one of the top five oil exporters to the United States. Placke said the result has been a sharp drop in U.S. energy dependence on Riyad as well as increasing criticism by Washington of the kingdom. He cited the State Department decision last week to designate Saudi Arabia a "country of particular concern," which could result in sanctions on Riyad.

"What we're seeing is not punishment or retribution, but a realization that the special relationship is not so special any more," Placke said.

Saudi officials said authorities have established a rapid reaction force to confront a range of operational scenarios. The officials said the force established by the Civil Defense Directorate would be trained and equipped to respond to insurgency attacks and natural disasters.

"We now have a special force whose members are highly-trained and equipped with the most sophisticated equipment to deal with terrorist attacks," Maj. Gen. Saad Al Tuwaijri, director of the new force, said.

Al Tuwaijri said most of the members of the new security force received what he termed advanced training abroad. He said the members were trained in duties that included a response to chemical attacks, bombings, fires and natural disasters.

After months of medical treatment and convalescence, Sultan has returned to making public appearances. They began with small meetings and later expanded to visits of Saudi defense facilities.

On Sept. 19, Sultan launched several projects at the Royal Saudi Air Force base in Riyad. It was the defense minister's first tour of the facility in 2004.

The official Saudi Press Agency did not specify the projects. But the agency said the 76-year-old Sultan laid the foundation stone for a housing project for air force personnel. The housing complex comprises of three buildings, with an area of 1,360 square meters each.

The confrontation took place at 3:00 AM (midnight GMT) near a luxury residential complex in the east of the Saudi capital where western expatriates live.

The Seder complex was the target of a grenade attack on October 3. Two persons carried out the attack, but no one was injured.

The assailants fired shots in the air from automatic weapons before fleeing.

Saudi officials said Abdul Majid Bin Mohammed Abdullah Al Muni was a member of Al Qaida's Shura Council and the chief ideologue of the movement. The council was said to determine the policy of the Al Qaida network in its campaign against the Arab kingdom.

Al Muni was No. 18 on the Interior Ministry's list of 26 top Al Qaida insurgents. The ministry said Muni and two other operatives -- Issam Bin Muqbil Al Otaibi and Abdul Hamid Bin Abdul Aziz Al Yehya -- were killed in a shooout in Riyad on Oct. 12. The battle took place near a foreign housing compound.

Officials said they have not yet determined whether the Al Qaida squad was preparing an attack on the foreign compound in Riyad. Over the last 18 months, Al Qaida launched several lethal strikes on foreign housing compounds that contained Western nationals.
