Fast zwei Jahre nach ihrer Indienststellung führt die Korvette HEYBELIADA ihre erste größere Reise durch.

Die HEYBELIADA ist das Typschiff der im Lande entwickelten und gebauten neuen ADA-Klasse. Die offiziellen Anfänge des Vorhabens reichen bis Anfang 1996 zurück. Damals wollte man in Zusammenarbeit mit einem ausländischen Anbieter zwölf U-Jagdkorvetten und Offshore Patrol Vessel bauen. Finanzprobleme verzögerten das mit insgesamt mehr als 1,5 Mrd. Euro veranschlagte Projekt jedoch immer wieder, legten es zwischenzeitlich sogar gänzlich auf Eis. Als Interimslösung wurden ab 2001 schließlich sechs gebrauchte französische Korvetten (Aviso) der D’ESTIENNE D‘ORVES-Klasse erworben.

2004 verwarf man schließlich die als „zu teuer“ erachtete Beschaffung im Ausland, entschloss sich - bei auf acht Einheiten reduzierter Stückzahl - zu einem nationalen Alleingang unter der Vorhabensbezeichnung MilGem (Milli Gemi = nationales Schiff) und begann bei der Pendikwerft in Istanbul mit dem Bau des Typschiffes HEYBELIADA. Bei Ausrüstung und Waffensystemen für den Neubau setzte man nach wie vor auch auf ausländische Firmen; in internationalen Ausschreibungen wurden Angebote für u.a. ein Nahbereichsflugabwehrsystem, diverse Radaranlagen sowie ein Torpedoabwehrsystem eingeholt und schließlich entsprechende Aufträge erteilt.

Der voll beladen 2.300 ts verdrängende 99-m Neubau lief 2007 vom Stapel und wurde im September 2011 (noch einmal um fast ein Jahr verzögert) in Dienst gestellt. Eigentlich wollte man die Bestellung weiterer Korvetten der ADA-Klasse von praktischen Erfahrungen abhängig machen, aber schon mit Indienststellung der HEYBELIADA wurde auch ein erstes Schwesterschiff zu Wasser gelassen (BUYUKADA soll im September in Dienst gestellt werden), und Pendik in Istanbul wird wohl noch in diesem Jahr formelle Aufträge für den Bau von sechs weiteren Korvetten dieses Type erhalten.

Turkey's Sat-Launcher Plans Raise Concerns



ANKARA — Turkey has approved construction of its first satellite launching center to cater for the country’s mushrooming satellite programs.

But Ankara’s western allies worry that the Turks intend to use their own launching pad to fire the long-range missiles they hope to build in the medium- to long-run.

Turkey’s procurement agency, the Undersecretariat for Defense Industries (SSM), in early July signed a contract with the country’s national missile manufacturer, Roketsan, to build the Turkish Satellite Launching System (UFS) for pre-conceptual design work.

Under the contract, Roketsan will design the UFS to be capable of launching, initially, satellites into low earth orbit (500 to 700 kilometers) through a launching center the company will build and the Turkish Air Force will operate.

Am Sonntag wurde auf einem militärischen Testgelände die erste in der Türkei produzierte Flugabwehrrakete erfolgreich getestet. Die Rakete „HİSAR-A” für Ziele im niedrigen Flughöhenbereich gehört zu einem von der türkischen Regierung finanzierten Projekt zur Subventionierung der heimischen Rüstungs- und Verteidigungsindustrie.

Der Raketentest wurde den Angaben des Staatssekretärs für Rüstung zufolge am Sonntag nahe eines großen Salzsees (Tuz Gölü) in Zentralanatolien durchgeführt und verlief einwandfrei. Die türkischen Rüstungskonzerne ROKETSAN and ASELSAN spielten einem Bericht der Zeitung Today’s Zaman zufolge eine Schlüsselrolle bei der Entwicklung der ersten türkischen Flugabwehrrakete. Gegenwärtig wird der Schutz des türkischen Luftkorridors hauptsächlich durch Kampfflugzeuge, die 24 Stunden lang im Einsatz sind, gewährleistet.

Kazakhstan-Turkish defensive-industrial plant 'Kazakhstan Aselsan Engineering' will be started at the end of 2013

Kazakhstan-Turkish defensive-industrial plant "Kazakhstan Aselsan Engineering" is planned to be started in the end of the current year, the press service of the Ministry of Defense reports.

"The Minister of Defence Adilbek Dzhaksybekov within official visit to Turkey, discussed with the management of Aselsan Company of prospect of further development and a course of the Kazakhstan-Turkish defensive-industrial plant "Kazakhstan Aselsan Engineering" realization opening of which is planned for the end of the current year in the capital of Kazakhstan," the message read.

The project is directed on production of rifle scopes for small arms, devices of night vision and thermal images.

It is important to note that Kazakhstan will receive not only production of concrete model, but also it will be capable to make independently modern optical devices both for military, and for the civil purposes.

Aselsan Could Become Involved in Long-Range Missile Defense Construction

ANKARA — Aselsan, Turkey’s biggest defense company, has become the first casualty of what could become a series of US sanctions on Turkish firms slated to help build an air defense system with the Chinese.

Bank of America Merrill Lynch, a US investment bank, has pulled out of a joint bid to advise Aselsan on the company’s second listing on Istanbul’s stock exchange, citing Turkey’s contract negotiations with China Precision Machinery Import-Export Corp. (CPMIEC) to build the country’s first long-range anti-missile air-defense system.

An Aselsan official confirmed Merrill Lynch’s withdrawal from a joint bid with Turkey’s Halkbank, but shrugged off the move.

“That’s hardly a blow to our planned listing,” he said. “We’ll go ahead ... possibly selecting another bank for the task.”

Turkey’s Aselsan open defense plant in Kazakhstan

Aselsan, a top military electronics company and Turkey’s largest defense firm, has opened a plant costing $44 million in Kazakhstan, along with Kazakhstan Engineering.

The new plant will meet the needs of Kazakhstan’s defense industry by producing nine electro-optical products, including thermal cameras and field glasses. Some 50 percent of the new factory is owned by Kazakhstan Engineering, 49 percent by Aselsan and 1 percent by Turkey’s Undersecretary of Defense Industries.

Turkey, Algeria to cooperate on defense industry

The Turkish Cabinet has approved of a cooperation agreement between Turkey and Algeria in the defense industry, a notice published in the Official Gazette on Wednesday said.
The agreement between the two countries, which underlines cooperation in research and development in the defense industry, the production of military accoutrements and providing technical assistance in modernizing those accoutrements, was signed on May 7, 2013.
The agreement says both countries stipulate cooperating on knowledge and expert exchange, developing the abilities of personnel working in the field, providing technical and logistical support and enhancing the capacities of the defense industries in both countries.
With this agreement, Turkey and Algeria will engage in joint projects in R&D and the design and development of military equipment, weapon systems and auxiliary equipment.
Defense Ministry Deputy Undersecretary Mustafa Avcı signed the agreement on behalf of Turkey.

Die türkische Werft produziert seit Jahren Boote der MRTP (Multi-Role Tactical Platform) Serie, die in unterschiedlichen Größen (MRTP-15 bis MRTP-34) für die eigene Marine und Küstenwache aber auch für den Export gebaut werden. Turkey to develop thermobaric warhead

A recently leaked classified document involving a top (former) procurement agency official has revealed that Turkey has started development on a new type of weapon that utilizes thermobaric concepts. Authorities were not immediately available for comment to confirm or deny the new information..

The leaked document indicates that a specialized wing of Turkey’s Scientific and Technological Research Council, dubbed SAGE, has been charged by the country’s defence ministry with prototyping and testing of the new weapon following a high level defence committee meeting in 2013. Current status of the project is unknown, but the fact that the news surfaced while Russia accused Ukraine of illegally selling its missile technology to Turkey and a number of other countries has raised eyebrows.

Turkey is known for keeping its more advanced weapon systems classified for many years.

Turkish defence industry struggles to go global

Turkey’s defense industry exports have largely been possible through offset arrangements made with foreign arms suppliers. Defense offset agreements, as legal trading practices in the aerospace and military industries, are widely used by many countries as a means of bringing some of the foreign currency going abroad back to the country through arms procurement deals to strengthen local industries through a work share to be given to local companies in a defense project. Yet Turkey’s heavy reliance on offset arrangements in its defense exports, among other things, is hindering its defense industry companies from becoming globally competitive companies.

It is difficult to say that Turkey has used offset commitments in a rational manner to build a stronger local defense industry base. Instead, offset commitments pledged by foreign contractors are sometimes realized in areas such as building additional military headquarters within military compounds instead of focusing on creating technology-based infrastructure.

In essence, offset agreements are protectionist and distort competition.

Hence, any country that receives defense offset commitments must govern these pledges in a transparent and rational manner, minimizing the effects of protectionism, which hinders defense companies from competing at a global level.

Qatar buys coast guard boats from Antalya’s Ares

ares75Turkey and Qatar strengthened their relations in a recent agreement in which Qatar’s coast guard pledged to purchase 17 high-speed boats from Antalya-based Ares Shipyard Ltd.

The agreement was signed March 26th at the fourth Doha International Maritime Defence Exhibition and Conference. According to the deal, Qatar will buy two 46-metre vessels, 10 33-metre vessels and five 23-metre boats.

“We can say that the contract is the biggest one for the military ships category in the region,” said Kerim Kalafatoglu, managing director of Ares Shipyard.

Ares Business Development Manager Stephen Layton told Southeast European Times (SETimes) that the deal will create a number of jobs at the company.

Ares will be adapting designs of its existing boats to meet Qatar’s specifications and plans to deliver them within 56 months, he said.

Relations between Qatar and Turkey, which have become among the most stable in the Middle East, improved even further with the latest agreement, analysts told SETimes.

Turkey to train Malaysia in electronic warfare

Turkey has offered a helping hand to Malaysia in the field of electronic warfare after Malaysian telecommunications company Impressive Communications penned a deal with Turkey’s defense industry manufacturer HAVELSAN.

According to a statment from HAVELSAN, Turkish experts will be training Malaysian engineering students in electronic warfare technologies to provide solutions to the Malaysian Armed Forces.

HAVELSAN, which is partly owned by a Turkish Armed Forces-linked foundation, has a long history in training defense and communications industries in Turkey and other countries in military software systems.

Pakistan, Qatar, Saudi Arabia, Brunei and Iraq are among the countries to benefit from the program.

ILA 2014: Roketsan – Exhibiting Excellence at ILA 2014

Roketsan, a leading establishment of Turkey’s rocket and missile systems, is exhibiting precision strike weapons for next generation platforms at ILA 2014. Amongst its SOM high precision air-to-surface cruise missile and CIRIT 2,75” laser guided missile (both covered in the ILA International Defence Show Daily Day 1 –still available), Roketsan is also exhibiting the MIZRAK-U and MIZRAK-O.





MIZRAK-U, which was developed by Roketsan primary for use from attack helicopters, is an anti-tank missile system, highly effective against all armoured threats in the field. MIZRAK-U, with its maximum range of 8km and minimum range of 500m is capable of operating all weather conditions and day/night. The missile, which can be used in fire-and-forget and fire-and-update modes with the flexibility provided by its target update capability, offers to fire behind the mask position, fire against targets hiding behind mask and adjust hit point and damage assessment capability. MIZRAK-U, defined as the official anti-tank system of the T-129 ATAK Turkish attack helicopter under development, can be integrated to various platforms (helicopter, UAV, land vehicle, stationary platform, light assault aircraft, and naval platform).

The missile comes in two versions, one is the Turkish Antitank Missile - Long Range (TAM-LR - UMTAS), which is a long range anti-tank missile system primarily developed to operate from attack helicopter platforms; the other is the Laser - Turkish Antitank Missile - Long Range (L-TAM-LR - L-UMTAS). Both are equipped with state of the art technologies making it effective against all armoured threats of the modern battlefield.
