Chechnya was still recovering from a debilitating war (1994-6) when trouble flared again in autumn 1999. It was touched off by Chechen rebels’ insurgency in the neighbouring province of Dagestan and by a spate of Moscow bombings that the authorities promptly attributed to the Chechens.
