First displayed to Iranian journalists on 6 June 2009, the Shahin missile is part of the Mersad system that has been designed to engage targets such as fixed wing and rotary wings aircraft. The research and production phases of the system including missile, missile interceptors, hardware and software networks and launch facilities have been carried out by Iranian industry experts. It is understood that the system is heavily based on the US HAWK (MIM-23) originally supplied to Iran from the USA with additional I-HAWK missiles from Israel.

The Iranian Air Defence Industries Group of the Aerospace Industries Organisation Ya-zahra Project has succeeded in developing a reverse-engineered R440 missile version of the then French Thomson-CSF Airsys (now Thales France) Crotale system, parts of which were stated to have been captured from Iraq during the 1980 to 1988 Iran/Iraq War. It is also believed that, as Iran has a number of Chinese-supplied FM-80 (Chinese Feimeng-80 - Flying Midge-80) systems and, possibly, follow-on FM-90 systems. Technology derived from those systems may have been used in the Ya-zahra Project.
