Was ohne Zweifel fest steht:

Die USA müssen drigend ihre Militärausgaben entsprechend neu planen und kürzen und (wie ich in einem Congress Report lesen konnte) ist auch der Mittelzufluss für den JSF unklar.

Also, möglich ist sicherlich die Reduktion der Zahlen, ein sehr übliches Mittel. Womöglich wird auch an technischen Feinheiten noch gespart.
Dass eine ganze Version eingespart wird, daran würde ich auch nicht so recht glauben wollen.
Ich hatte mal mal ein paar Congress-Reports dazu überflogen und da kam nirgends schon mal solch eine Idee vor. Und letztlich muss man eben sowohl im House als auch im Senat für solche Modifikationen auch ne Mehrheit finden.

The Committee believes it remains to be seen whether the JSF program will be able to keep the aggressive schedule to begin production of the 23 developmental test aircraft in the next thirty-three months. Previous aircraft production programs have all faced significant schedule delays in delivering test aircraft, which have in turn consistently forced delays in the delivery of early production representative aircraft. In an effort to prevent any instability in the system development and demonstration (SDD) of the Joint Strike Fighter, the Committee has fully funded the joint Air Force and Navy request of $4,867,776,000 for the development program. The Committee believes that keeping SDD on schedule and on budget will be critical to preventing these kinds of production delays and any subsequent reductions in aircraft procurement.

Also, es sieht, wie gesagt, schlecht aus mit dem Geld. Wie hier in einem House-Bericht lesbar, ist die Produktion von Testflugzeugen schon unsicher.
Insbesondere der letzte Satz dürfte auch wichtig sein.
