Now, with the arrest in Miami this week of a Cuban exile accused of masterminding an airliner bombing in 1976, Bush is being asked to live up to his own no-tolerance approach toward accused terrorists.
Cuban President Fidel Castro is demanding the Bush administration extradite 77-year-old Luis Posada Carriles to Venezuela, where he is facing trial on the bombing of an Air Cubana flight that killed all 73 people aboard.

Though declassified FBI reports link Posada to the Cuban airliner bombing, he has long been viewed by the U.S. government as a "freedom fighter" because of his vigorous opposition to Castro's Communist regime.
He was trained for participation in the botched Bay of Pigs invasion of Cuba in 1961, worked as a CIA agent for years prior to 1976 and reportedly helped Oliver North supply Nicaragua's contra rebels in the mid 1980s.
If Posada was a terrorist, the logic seemed to go, at least he was America's kind of terrorist.
