The U.S. Navy has $3.7 billion in unfunded programs for the fiscal 2006 budget year, according to a “wish list” submitted to Congress by Adm. Vern Clark, chief of naval operations (CNO).
The budget submitted to Congress to fund the Navy and Marine Corps in 2006 totals $125.6 billion, an increase of $6.4 billion over the previous spending plan, not counting roughly $3 billion in supplemental spending added last year. The Defense Department has submitted a $75 billion supplemental spending bill this year, including $10.26 billion for Navy expenses.
Although some Marine programs are included in the Navy wish list, the Marine Corps has a $2.8 billion wish list of its own for 2006, on top of its $17.6 billion share of the Department of the Navy budget. [...]
LHA-R Leads the Way
The 88-item list is ranked by priority, not size of program. At the top of the CNO’s list is $417 million to deliver the LHA-R amphibious assault ship six months earlier than currently planned. Construction of LHA-R was already moved up one year to 2007, according to Navy information. [...]
The bottom part of the list includes $712 million to pay reservists mobilized for the war on terrorism and $20 million for “brand recognition” for Navy recruiting.
Although the 2006 budget requests the purchase of new F/A-18E/F Super Hornets, MH-60 helicopters and other types of aircraft, several aircraft on the unfunded wish list include four H-1Y/Z helicopters ($74 million) to replace those lost in the war on terrorism, two MH-60R helicopters ($47.6 million) and a C-40 airplane ($77.8 million) to replace an aging C-9.
