WASHINGTON [MENL] -- The United States has failed in its efforts to develop an independent intelligence capability in Iraq.
A report said the U.S. military refused to form a partnership with allies in Iraq for a joint intelligence apparatus to help fight the insurgency war. Instead, the Washington-based Center for Strategic and International Studies said the U.S. military pursued what the report termed an impossible task of establishing an independent intelligence capability in the Arab country.
"The U.S. has tried to carry out the impossible mission of developing effective human intelligence on its own, rather than full partnership with the Iraqis," the report, entitled "Inexcusable Failure Progress in Training the Iraqi Army and Security Forces as of Mid-July 2004," said. "One of the critical lessons of Vietnam was ignored. Rather than see the need for effective Iraqi intelligence collection and analysis -- and to rely on Iraqis for the lack of area and language skills and understanding of local political and tactical conditions -- the U.S. tried to create a network of informers and local contacts and carry out analysis on its own."
Authored by former senior Pentagon official, Anthony Cordesman, the report said the United States lacks the capability and expertise to establish an independent human intelligence, or Humint, capability. The report said the U.S. military also lacks expertise of and access to Iraqi society.
