The president rejects 22 articles of the Local Administration Reform Law, arguing that it is in violation of the state's unitary structure and would pave the way for the lifting the ban on headscarves

ANKARA - Turkish Daily News
President Ahmet Necdet Sezer has partially vetoed the law on the principles public administration and its restructuring, noting that the state's unitary structure was the most fundamental aspect of the system.
In a 26-page statement released by the Presidential Press Office, the reasons for the presidential veto of 22 of the law's articles were outlined. With Sezer's latest veto, three of the four laws that transferred power to local administrations have been returned to Parliament for reconsideration. Sezer approved the Greater Municipalities Law but vetoed the City Special Administration and Municipalities laws.
Sezer asked Parliament to reassess articles 4, 5, 6, 7, 8, 9, 11, 16, 23, 38, 39, 40, 46 and 49 and provisional articles 1, 3, 4, 5, 6, 7, 8 and 9.
Sezer said the main purpose of some of the articles was to transfer power from the central administration to local administrations and to give local administrations the power to employ private sector initiatives. He said the main danger in such a change in favor of local administration would be the possibility of violating the unity of the state and the standards of state services. He noted that the central administration was given power to inspect and authority to suspend the activities of local administrations in order to eliminate such occurrences and added that the new law weakened the concept of "administrative guardianship."
