Japanese officials have expressed frustration over Britain's delays in making the funding commitments, the Financial Times reported recently.
Part of the reason for Britain's slowness is that Chancellor Rachel Reeves has made it her remit to maintain strict fiscal rules aimed at controlling spiraling borrowing costs.
In March, London approved its contribution to a 686 million-pound ($922 million) stopgap fund to support design and engineering work until the end of June. This will allow time for an agreement on a longer contract reported to be worth about 6 billion pounds.
