According to [Some Russian source; I don't know the proper Chinese name], Communist China made research plan for a 48000 ton carrier in 1999(Type 9935), formally creating a carrier battle group around 2010.

It is said in document that the politburo recognize the importance of creating a navy that can show "Existence of Authority" in open international waters. This would have great impacts on the economic development. The modernization of Navy would take place in 3 stages, with the development of carrier as a focus.

China had given the permission to study the plan of carrier in 1992, in 1996 gave funding equivalent of 10 billion US Dollars.
