Also geht es dir jetzt um die richtige Verzollung? Tut mir leid, aber ich habe ehrlich keine Ahnung, wo das hinführen soll. Ja, offenbar ist das nicht wörtliche Zitat in der FlugRevue nicht zu 100% deckungsgleich mit den Aussagen der australischen Regierung. Wenn man den jeweiligen Kontext bedenkt gibt es aber keinen Widerspruch. In dem von dir verlinkten Artikel steht zu dem Thema im übrigen gar nichts drin.
