Da gibt es nichts zu vermuten. Dieser Zwischenfall wurde untersucht, das Ergebnis ist öffentlich zugänglich.
So lag es an der Verkettung folgender Umstände:
1. Failure at the intelligence level was identified, as there was no information on the enemy being in possession of this long-range missile.
2. On the day the ship was attacked, the radar system malfunctioned, but the technical officer failed to report this to the captain. This malfunction seriously impaired the radar's early detection abilities.
3. An hour before the missile hit, that same officer made another mistake when he decided to shut down the Barak antimissile defense system, which could have intercepted the Iranian missile.
4. To top it all off, there was a conceptual failure. After the war, Ben-Ba'ashat [Navy Chief] said the Navy believed it unrealistic that Hizbullah was in possession of such a missile.
