NEW DELHI — The Indian Navy has floated a US $2.6 billion domestic tender for construction of four landing platform docks (LPDs) and bids were sent to domestic shipyards, Larsen & Toubro (L&T), Pipavav Defence and Offshore Engineering, and ABG Shipyard.

The LPD tender states the ship should be no more than 215 meters long and have a draft not to exceed 8 meters, in full load conditions. The ship will be powered by electric propulsion systems and have an endurance of 45 days with a maximum sustained speed of not less than 20 knots.

The LPD would operate a combination of landing craft, including landing craft mechanized to ferry tanks; landing craft, vehicle, personnel to transport troops; and the fast-moving landing craft air cushion vessels.

The LPD should be able to carry six main battle tanks, 20 infantry combat vehicles and 40 heavy trucks.

The ship also should be equipped with a point defense missile system, the close-in weapon system, an anti-torpedo decoy system, a chaff system, and heavy and light machine guns.

Special operation helicopters and large helicopters, up to 35 tons, will operate from the ship.

The LPD should be able to accommodate 1,430 personnel, including 60 officers, 470 sailors and 900 troops.

India’s only operational LPD, the former USS Trenton now renamed as INS Jalashwa, was acquired in 1997 and can carry 900 troops, six tanks, 2000 tons of stores, four landing craft and six helicopters, and has a range of 7,700 kilometers at 20 knots.

Jalashwa has a seaworthy life of about 15 years since its commissioning in 2007.

Apart from Jalashwa, the Navy operates three Shardul-class tank landing ships, and four Polnochny-class landing ships.

Eine Untersuchung fand dafür keine Beweise, aber nun verschwand das Projekt erst einmal wieder in den Schubladen des Verteidigungsministeriums.

Nach letzten Informationen soll die indische Marine in einem insgesamt fast 1 Mrd. Euro teuren Vorhaben acht Boote des von der südkoreanischen Kangnam für die eigene Marine entwickelten Designs SK-5000 (YANG YANG-Klasse) erhalten. Die fast 900 ts verdrängenden 59-m-Hochsee-Minenjagdboote verfügen über modernste Minenjagdausrüstung. Ihre operative Reichweite wird mit 3.000 sm angegeben.

Die ersten beiden Boote sollen bei Kangnam in Pusan gebaut werden; die restlichen sechs dann unter einem Technologietransferabkommen bei Goa Shipyard. Das erste südkoreanische Boot soll angeblich schon 2016 geliefert werden, Goa Shipyard das Vorhaben dann bis 2018 abschließen. Dieser Zeitplan erscheint allerdings „sehr optimistisch“.

Begonnen hatte man 1995 mit fünf Teilnehmern, 2006 waren bereits neun Marinen nach Port Blair (Andamanen) angereist. In diesem Jahr sind nun insgesamt 15 Marinen (Australien, Bangladesch, Indonesien, Kambodscha, Kenia, Malaysia, Malediven, Mauritius, Myanmar, Neuseeland, Philippinen, Singapur, Sri Lanka, Tansania, Thailand) der Einladung der indischen Marine zu den Andamanen gefolgt.

Meist beschränkt man sich dabei auf die Teilnahme ranghoher Offiziere; einige Marinen haben aber auch Schiffe oder Boote nach Port Blair entsandt, die sich in einem „Open Ship“ öffentlich präsentieren und zum Abschluss der Veranstaltung in einem kurzen „Passex“ auch eine gemeinsame Seefahrt planen. So hat die australische Marine ihr Wachboot CHILDERS (ARMIDALE-Klasse) zu den Andamanen geschickt – mit einem Anmarschweg von immerhin mehr als 2.500 sm (und Zwischenbesuch in Bangladesch).

Die Einladungsliste reflektiert das strategische Interessengebiet Indiens, das von der ostafrikanischen Küste über den gesamten Indischen Ozean bis nach Südostasien und ins Südchinesische Meer reicht. Mit den „Milan“-Treffen möchte man hier möglichst viele regionale Partnerschaften ausbauen – und zwar unter ganz bewusster Auslassung überregionalen „Player“. So sind trotz guter Beziehungen die US Navy und die japanische Marine nicht eingeladen, und natürlich will man mit „Milan“ auch China und dem Nachbarn Pakistan keine Plattform bieten. Australien und Neuseeland sind dagegen – obwohl deutlich außerhalb des strategischen Interessengebietes – gern gesehene Gäste.

Das am 4. Februar in Port Blair begonnene „Milan 2014“ ist wie die früheren Veranstaltungen kein „Seemanöver“, sondern beschränkt sich weitgehend auf Diskussionen regionaler Aspekte maritimer Sicherheit und kurze Planspiele („table top exercise“) im Tagungszentrum an Land. Parallel dazu findet ein “International Maritime Seminar on Maritime Cooperation for Humanitarian and Disaster Relief Operations“ statt. Daneben sind eine ganze Reihe soziale, kulturelle und sportliche Veranstaltungen geplant, bei denen auch das diesjährige 50. Jubiläum des im Februar 1964 eingeweihten Marinestützpunktes Port Blair im Mittelpunkt steht. In öffentlichen Vorführungen demonstrieren Teilnehmer ausgewählte Ausrüstung und Fähigkeiten. „Milan 2014“ endet am 9. Februar mit Paraden (an Land) und einer zeremoniellen Verabschiedung der Teilnehmer.
