Unter zunehmendem öffentlichem Druck beeilt sich das Verteidigungsministerium, mit veränderter Rüstungsplanung hier gegenzusteuern. So will man Verhandlungen mit Russland über das Leasing eines weiteren nuklearen Angriffs-U-Bootes der AKULA-Klasse beschleunigen, hofft „binnen eines Jahres“ zu einem Abschluss zu kommen. Auch die mit Projekt 75i geplante Beschaffung neuer U-Boote soll nun zügiger erfolgen. Bisher sollten alle sechs Boote mit ausländischer Werfthilfe (Technologietransfer, Lizenzen) auf landeseigenen Werften gebaut werden. In einer modifizierten, demnächst erwarteten Ausschreibung will man nun die ersten beiden U-Boote im Ausland bauen lassen, nur die restlichen vier dann auf eigenen Werften. Dies könnte den Zulauf der ersten beiden U-Boote deutlich beschleunigen. Als mögliche Bewerber werden u.a. TKMS (Deutschland), DCNS (Frankreich) und Rosoboronexport (Russland) gehandelt.

Für die verbliebenen neun U-Boote der KILO-Klasse ist eine neuerliche Modernisierung zur Verlängerung der Dienstzeit um weitere 15 Jahre im Gespräch. Die Arbeiten sollen mit Hilfe der russischen Zvezdochka bei der Hindustan Shipyards in Visakhapatnam durchgeführt werden und möglichst zügig beginnen. Zvezdochka ist mit etwa 500 Ingenieuren und Arbeitern schon seit einigen Jahren an der Modernisierung indischer KILO-U-Boote in Visakhapatnam beteiligt, aber die bisherigen Arbeiten dort waren „wenig erfolgreich“. Nun will die russische Werft ihr Engagement deutlich verstärken, ihr Personal auf 1.000 – 1.500 Mann aufstocken.

To replenish dwindling stocks the navy is in urgent demand of an additional 262 Barak-I air defence missiles ("critical operational requirement to retain fast eroding air defence capability”) … the MoD, however, is stalling decision due to a pending investigation into a kickback scheme discovered in 2006 with the initial purchase of Barak.
